Project Manager (Facilities Engineering/MEP) for a Private Clinic/Hospital group,  Reporting To: Head of Operations

Role of the Department:  The Operations Department is a multi-disciplinary team providing a comprehensive estate and facilities management service to ensure that the land and property assets fully support the clinical activities of the campus. The department is also responsible for advising and contributing to the Campus Estate Strategy, a core component of the future growth and business plans.

 Person Specification: Preferably have a Chartered professional qualification in an estates related discipline with five years relevant experience or alternatively, a qualification to level 4 NQF or level 1 FHEQ or equivalent with substantial experience and references will be taken into consideration.

Ideally the post holder will also hold a formal project management qualification.

 Excellent presentation, communication and problem-solving skills.

Self-motivated, able to work without supervision, using own initiative to complete tasks.

 Well-developed knowledge and understanding of Health & Safety, Building Regulations, Planning Law and other regulations.

 IT literate, especially familiarity with computer-based information management systems and their use in facilities.

 High level of commercial awareness

Objective:   The purpose of this position is to play a key role in planning and implementing, capital and revenue projects on behalf of the Operations Department to support the core businesses of and other relevant corporate activities.

 The Project Manager will be responsible and accountable for managing projects in a manner that demonstrably meets the objectives form, value for money, efficiency and effectiveness.  The post holder must demonstrate an ability to manage complex multi-variable activities to the specification and in the manner required by the Head of Operations or an nominee.

Maximise efficiency, cost effectiveness, and developing the provision of service excellence to both internal and external clients and review against the relevant service level agreements and external benchmarks and key performance indicators.

Develop a medium term (5-10 year) Estates Maintenance Programme and in conjunction with the Estates Strategy work through the programme to reduce the Trust’s backlog maintenance.

Ensure that the Clinic/Hospital group are provided with a cost effective and efficient emergency repair and maintenance services 24 hrs a day 365 days a year utilising Estates Officers/Engineers, Supervisors, Shift Maintenance staff and specialist support contractors.

Develop a fully integrated project management and operations function which delivers best value in terms of customer/patient service and value for money.  This will include work closely with the Clinic/Hospital group Board.

Develop effective working relationships with clinical colleagues in order to meet patient and staff expectation and that of the Trust Management Team.

Measurable Objectives  Actively supporting the Head of Operations in preplanning and implementing capital and revenue projects. Managing projects from inception to completion including the preparation of feasibility studies and specifications.  Preparation of project execution plans.

Manage projects in accordance with the standard forms of contracts and other codes of best practice.

Commission and manage external resources when required in accordance with statutory regulations, procedures and processes with responsibility for time, cost and quality management.

Procure capital and revenue projects in accordance with Clinic/Hospital Group regulations, procedures, and processes with emphasis on value for money.

Provide management, financial and progress reports at regular intervals to Head of Dept and senior management.

Provide senior management with advice on value for money.

Contribute to the development and implementation of estate policies and procedures and master planning.

Actively promote team building with other colleagues so as to meet the requirements of operational improvement.

Conduct risk assessment(s) when necessary.

Deputising for the Head of Dep’t during periods of absence and on other occasions as may be required from time to time.

Performing such other duties as may be required from time to time.
