Project Manager (Construction) North Co. Dublin:  We are looking to recruit a Project Manager (Tendering, Pre Construction and Construction through to handover)  for our client an award winning construction company in North Co. Dublin who Design / Build  / Hi Spec Fit Out for blue chip national and international clients based in Ireland and Europe including: Hi Tech commercial office buildings also Retail, Leisure and multinational pharma company’s.

Role Summary  As Project Manager ultimate responsibility for delivering the project rests with you. By working directly with CM, SM and project QS to ensure all key deliverables are met on or ahead of programme while also being completed in line with the company H&S, environmental and operational protocols.

Project quality, both product and procedural, rests with the PM as does ensuring The Company’s quality plan is adhered to at all times.

At tender stage all operational input is to be overseen by the PM as is confirming all information is presented to the Bid Manager in a correct and timely manner.

As the main conduit, representing The Company, facing the design team/ client it is paramount that you conduct yourself in a professional manner at all times and ensure that all actions, both professionally and personally, represent the company as would be expected.

Duties and Responsibilities:


  • It is paramount the PM has a thorough understanding of the project at tender stage to ensure all other parties involved in the tendering process are given clear direction on expectations and actions.
  • Attend the initial kick off meeting and work with the assigned project surveyor ensuring “Hit List” is correct and reflects requirements.
  • Ensure the appropriate parties internally have the information required to fulfil the return criteria, i.e. ensuring all invested parties can make the site visit and have access to the correct information.
  • Leverage existing relationships with The company’s supply chain / sub-contract partners to ensure The company is getting best commercial bids in the market.
  • Ensure adequate bid coverage for each trade package (receipt of 3 bids minimum, 4 to 5 preferred); generate interest and get commitments on sub-contractor participation.
  • Take lead on areas of scope change / buildability to be considered as part of VE exercise – spot the angle that can get the company to the post-tender interview table.
  • Compile tender programme showing a bespoke route to project completion to include a dedicated narrative written from scratch specific to the tender scope that speaks in an informed and logical fashion to the reader.
  • Act as point of contact with Clients PM & Design Team, forming an early relationship and developing trust based on informed questioning through the tender process.
  • Act as joint sign off on completed tender with the Managing Surveyor.
  • Ensure tender is issued in the company’s bespoke format and delivered on time.
  • Prepare documentation required for post-tender interviews and co-ordinate appropriate prep meetings in advance of interview.

Pre Construction

  • Following the company’s appointment, the primary role of the PM is to develop a collaborative relationship with the design team and take control of the project advising the design team on the standard procedures being implemented.
  • Transfer completed / successful tenders to Projects Live.
  • Establish and agree DAY-1 profit projections.
  • Agree cash flow analysis / project billing projections for use in tandem with Surveying Dept.
  • Facilitate transition meetings with Site Operations to ensure smooth transition of project to construction; clearly communicate scope of packages for preparation of sub-contracts.
  • Provide assistance to Site Operations staff during construction to resolve field problems; assist with initial change orders.
  • Develop, monitor and update project Pre-Construction / Design Phase Schedules in regard to design, estimating, procurement, permits and other activities.
  • Prepare detailed pre-construction M&E services budgets (site set ups, lighting, power, etc.) for proposed or awarded projects; review with Operations Manager and Tech. Services Manager
  • Monitor and manage site set-up expenses on assigned projects; advise Ops Manager and Head of QS in regard to budget.
  • Provide assistance and coordination with Client Direct packages
  • Work with the CM and SM to begin populating RFI logs, Delap reports etc. outlined in the operations flow chart.
  • Establish a dialogue with the building management, client reps and design team, introduce the site team and develop a protocol for reporting, meetings etc.
  • Ensure the site is established in line with logistics plan but also expectations regarding the company’s “storefront”
  • Provide complete pre-construction services to Clients and Design Teams for projects (input, co-ordination and problem solving) at all stages of design development from tender phase to construction issue phase.
  • Communicate drawing completion level expectations to the company’s Ops Team and project design team for various design milestones.
  • Perform design revision tracking – maintain cost control between design stages to ensure program scope is monitored, maintained and Client’s budget is not exceeded.
  • If previous package costs are exceeded from tender, prepare detailed variance report to explain overages.
  • Prepare innovative, technically creative Value Engineering options to resolve budget issues and meet project budget.


  • Horizontal communication – Ensuring the company’s site team and surveying team are communicating and coordinating on all elements ie. The CM and SM are keeping QS abreast of day to day site progress and the QS is keeping live procurement and lead time information fed to the site team.
  • Vertical communication – It is the responsibility PM to manage the relationship with the design team and client. This is done by maintaining and open channel of communication and ensuring that the design team is aware of progress in real time and that any risks are identified and communicated early.
  • Cost Awareness – In coordination the PM must, at all times, be aware of the costs, be it allowances on Prelims or margins on works packages and ensure that the CM is working within these parameters and ensuring efficiency is being maintained so as not impact on the overall project cost.
  • Programme Management, though the responsibility of the CM and SM on a day to day basis, falls under the remit of the PM as overall project owner. As such PM is to periodically review progress on site as reported by the CM.
  • Internal coordination between the QS and CM in relation to procurement against the CI programme is to be monitored. Ensuring that firstly the channel of communication stays open and secondly that the information is accurate and coming in a timely manner. It is the CM responsibility to request and QS responsibility to issue but it is the PM responsibility to monitor and ensure this is happening.
  • As PM you will be required to monitor all Health and Safety audits being issued by the company’s Safety Officer. These will be sent for the attention of the PM and Operations Director. It is the PM responsibility to review and action before ultimate sign of by the Director in charge.
  • The company’s Representation – As mentioned above PM has ultimate responsibility for representing the company’s brand. PM must ensure the site is being maintained to the expectations laid out to the CM and SM and action accordingly if not.
  • The PM will also be required to issue firm direction in relation to the design team regarding design freeze, Day 2 works and close out. Setting expectations and managing the delivery against these.
  • At Practical completion it is the role of the project PM to ensure all necessary documentation is presented to the Client/ PSDP/ Design team as required. This means ensuring the CM & SM are working to the correct close out procedure three weeks prior to PC and that the design team expectations have been documented and are being met.
