Job Description

Procurement Assistant – Dublin  – Immediate Start for a 6-month placement.

Kppm are looking to recruit a Procurement Assistant for our client a development agency who is working to transform a community that encompasses a world class, integrated and inclusive education, health, and community campus.

We are looking for a candidate with experience in Procurement in either the public or private sector. The position requires energetic self-starters who can work collaboratively and flexibly.  

Responsibilities

·         Provide support with all aspects of the procurement administration function in the delivery of the Agency’s overall procurement process.

·         Work across all functions including Project (Construction/ development delivery) and Corporate (Finance/ HR/ Communications)

·         Manage or assist with tender competitions in accordance with best practice, having regard to Government circulars on public procurement, Green Public Procurement, national regulations and EU Directives relating to public procurement.

·         Manage tender processes – Facilitate and manage the tender process from initiation to contract award, including compilation of contract documents.

·         Carry out/ assist with the preparation of and issue tender documentation – sample documents shall include Request for Tenders, Invitations to Negotiate, Pre-Qualification Questionnaires, OJEU Notices, eTenders Notices, Prior Information Notices and Request for Quotes, Evaluation Reports, Award and Outcome Letters and Contract Award Notices.

·         Facilitate and implement framework agreements and run mini- competitions via e-tenders / OGP / other.

·         Assisting in the development of specification of tender documents.

·         Ensure that compliance with EU Regulations is adhered to.

·         Prepare procurement (evaluation) reports for internal and external stakeholders.

·         Assist in the migration to and use of the new etenders platform

Education & Responsibilities

·         Suitable candidates must have at least 3 years’ experience working within a Procurement environment with sound knowledge of the EU Procurement Directives and Public Sector Procurement environment;

·         Appropriate knowledge of the Capital Works Management Framework (GCCC contracts) (preferable)

·         MS Word, Excel, and familiarity with other Microsoft Office packages;

·         Organisational Skills, Good Communication, and ability to work on own initiative.

This is a Contract for Services role and the hourly rate is €negotiable depending on experience.
